Health care agencies and governmental agencies all share the role and the responsibility to health the public to evolve, and update information regarding that specific organization responsibility to help the public to face health care challenges. In this paper we will review one of the governmental agencies that has the responsibility to manage a range of public health crisis, play that plays a protect the health of all Americans and provide essential human services especially for those that are least to help themselves, The Department of Health and Human Services.
We will review the structure , the organization’s effect on health care, an example of the (HHS) caring out its duties, the regulatory relation that this agency has in relation to health care, and what is the HHS process of accreditation , certification and authorization. The Health and Human Services is a governmental agency that has the one priority of protecting the health of all Americans.
The agency has a response and preparedness program to ensure that communities and our nation has a plan against terrorism, infectious disease outbreaks, medical emergencies, and other public threats. The organizational structure of the HHS is lead by the Secretary of a Department that provides a wide range of services and benefits to the community, and the American people. The agencies perform a wide variety of tasks and services, including research, public health, food and drug safety, health insurance, and many others, and extend grants and other funding.
The Deputy Secretary supports the Office of the Secretary, and below that are a number of Assistant Secretaries and Offices. The Secretary of Health and Human Services advises the President on health, welfare, and income security plans, policies, and programs of the Federal Government and directs Department staff in carrying out the approved programs and activities of the Department and promotes general public nderstanding of the Department’s goals, programs, and objectives. Department of Health and Human Services. (2009). The Department of Health and Human Services has the role and responsibility to the health care by providing assistant and monitoring people’s health. Ensuring that employers follow the rules to have safety at work, and ensuring that the food supply is safe. Providing medical, public health, and mental /behavioral health advice.
The Department of Health and Human Services has many duties and responsibilities, but some of the most important responsibilities are : (1) Administer the clinical programs and services of the Beatrice State Developmental Center, the Lincoln Regional Center, the Norfolk Regional Center, the Hastings Regional Center, and such other medical facilities, including skilled nursing care and intermediate care facilities, as may be provided by the department; (2) Plan, develop, administer, and operate mental health and mental retardation clinics, programs, and services; (3) Plan, develop, and execute the clinical programs and services carried on by the department; and (4) Represent the department in its work with the University of Nebraska Medical Center concerning psychiatric services.
An example of how the Department of Health and Human Services carry out their duties is by the immunization program is implemented to the community. HHS wants to maintain and enhance high vaccination coverage since they believe that it is critical for preventing current epidemics and diseases that could result in preventable illness, disability and death in the United States. The way that the agency supports and carries out this plan is by planning for two primary federal programs that support immunization for the population that have insurance and for those that do not have insurance in the United States.
Through these investments, CDC aims to prevent vaccine-preventable diseases by assuring high immunization coverage levels, and to control respiratory and related diseases such as influenza. Immunization Program aims to improve access to immunization services by funding the purchase and delivery of vaccines to vulnerable populations, including underinsured children and adolescents, underinsured and uninsured adults, and special populations at high risk for vaccine-preventable diseases. Frieden,(2013). The Department of Health and Human Services have more than 300 programs that protect the health of all Americans and provide essential human services , for those that have less help to protect themselves.
Some of the programs include •Health and social science research Preventing disease, including immunization services •Assuring food and drug safety •Medicare (health insurance for elderly and disabled Americans) and Medicaid (health insurance for low-income people) •Health information technology •Financial assistance and services for low-income families •Improving maternal and infant health •Head Start (pre-school education and services) •Faith-based and community initiatives •Preventing child abuse and domestic violence •Substance abuse treatment and prevention •Services for older Americans, including home-delivered meals •Comprehensive health services for Native Americans •Medical preparedness for emergencies, including potential terrorism. (HHS. ov,2012).
The agency also recognized the important role that public health has in the essential public services activities. The Department of Health and Human Services covers individuals, organizations, and agencies that meet the definition of covered entity, under the HIPAA rules and requirements. Some of these covered entities are health care providers, such as doctors, clinics, nursing homes. Health Plans , such as insurance companies, HMO’s , and government plans that pay health care, and Health Care clearinghouse, that includes entities that process nonstandard health information they receive from another entity into a standard. (HHS. gov, 2012).
The process of accreditation that the Department of Health and Human Services has is based on standards that allows the health department to demonstrate that they provide a partnership to the public health services that are necessary to keep the community save and healthy. The way that the HHS processes that accreditation, certification and authorization of the agency is by conducting assessment activities focused on population health status and health issues facing the community. Investigate health problems and environmental public health hazards to protect the community. Inform and educate about public health issues and functions. Engage with the community to identify and address health problems. Develop public health policies and plans, eforce public health laws and regulations.
Promote strategies to improve access to health care services. Maintain a competent public health workforce. Evaluate and continuously improve processes, programs, and interventions. Contribute to and apply the evidence base of public health. Maintain administrative and management capacity. Build a strong and effective relationship with governing entity. Riley, W. (2012). Accreditation for any health care department takes several important operational benefits such as the promotion of high performance , the recognition of all the performance that have an acceptable standards of quality, and those that have a clear understanding of the public expectation of the state and the local health department .
At the same time accreditation of any agency also requires some intensive research, that it is assume that a public health department that meets accreditation standards will perform better than will a health department that does not, that a quality improvement method can be used to continuously improve health department performance, and that a community that has an accredited health department undergoing CQI will be better served and protected than will a community that does not. A rigorous research agenda must be developed and executed to evaluate these assumptions and provide the evidence base necessary to validate the accreditation process. No evidence yet exists on the extent to which health departments across the nation can achieve PHAB accreditation standards, and possibly some public health departments will be unable to sufficiently address all of the measures of the process.
