A number of evaluation protocols have been established in the United States that address these four main questions to existing health promotion programs. The questions comprise a logical model in planning and developing future health programs and prevent recurrence of pitfalls that have been encountered in earlier health efforts. In addition, the expectations of the subsequent health promotion programs are thus higher and the criteria for the approval of new health promotions programs are thus more stringent.

Thus, the main challenge for health promotion programs is the provision for the time to engage in collecting feedback from the members of the target population (Federici 320). Another challenge is raising the amount of resources that are needed to complete the evaluation process. It should be assumed that evaluation of every population-based health promotion program requires tremendous effort, yet the results of the evaluation are very valuable for the success of every healthcare delivery strategy.

Another useful model for evaluating the effectiveness of a population-based health promotion programs is through the employment of a utilization-focused scheme, wherein proponents of the program are individually assessed for their contribution to the success of the program (Pettman 53). This model allows decisions to be based on the needs of the stakeholders and the appropriate operations be performed in order to improve the health promotion program (Wright 2).

For example, DEFINE is an evaluation tool that is implemented on a health promotion program every two years. DEFINE is based on a six-level evaluation scheme, which is comprised of definitions of the stakeholders and the previously mentioned logic model (Toscano 189). The DEFINE model is recognized by the Centers for Disease Control of the United States, thus any health promotion program that satisfies the requirements for evaluation are deemed competent for achieving the ultimate goal of healthcare delivery to the community (Gallivan 2).

Evaluation of health promotions programs is thus a very important step in the assessment of healthcare delivery to a target community. Four main standards are commonly sought during evaluation, including the utility, viability, suitability and accuracy of the health promotion program, as determined by the current conditions and needs of the population that is targeted. Evaluation standards may thus guide future healthcare programs in improving the system of delivery and degree of standard.
